Understanding Civilian Health and Medical Program Of The Department of Veterans Affairs (CHAMPVA)

The U.S. government understands the need that many family members of servicemembers who were killed or permanently injured because of their service may have for health care supplies and services. To make sure the family members of these servicemembers are adequately covered, the Department of Veterans Affairs has implemented CHAMPVA, the Civilian Health and Medical Program of the Department of Veterans Affairs.
Who Is Eligible For CHAMPVA?Those who are eligible for CHAMPVA include the family members of servicemen and women who were killed or permanently injured as a result their service and who are not eligible for TRICARE/CHAMPUS. Specific ally, eligible persons are the spouse or child of a veteran who has died from a VA-rated service disability or in the line of duty, or the spouse or child of a veteran who has been rated totally and permanently disabled due to a service related disability or who was so rated at the time of their death, again assuming none of these individuals are eligible for TRICARE.
How Does CHAMPVA Work?CHAMPVA covers the health care supplies and services that are deemed medially and psychologically necessary. The CHAMPVA handbook can tell qualified applicants more specifically which services are covered. CHAMPVA pays for services after any other insurance is applied, so if you have Medicare or any other insurance plans, those would go into effect first and CHAMPVA’s coverage would go towards the remainder. The only exception to this is if the covered individual is overseas, in which case CHAMPVA would pay first.
